The suggestion contained in paragraph 4 (1) regarding a search is rendered absolutely impracticable by the large number of passengers arriving in the Colony, which annually exceeds one million. If such a condition were inserted, even though the amount of compensation for each unsuccessful search were reduced to a very small amount, I have no hesitation in saying that there would not be a single offer for the Farm, and the finances of this Colony would be most seriously embarrassed.
